Soft Roman Shades
Like no other window treatment soft roman shades will bring a tailored softness to a room. The fabric that cascades down your window just teases the viewer to come and touch me. These hobbled roman shades are usually lined to accentuate the softness. For greater softness and a "look to die for" have them interlined. The interlining gives the shade a full bodied look that just shouts elegance.
These hobbled romans are great for putting a lot of color in a room due to the multiple layers of fabric. One thing you need to watch out for if you are using a print is that when you hobble the fabric you end up losing part of the print. 
You can also use this fact to your advantage. Say you have a print that's to die for, you would love to use it in a room but the one color in the print does not go with the rest of the room. To overcome this problem just put the bad color on the back side of the hobbled shade and no one will ever know it's there.
Hobbled romans usually come lined with light filtering fabric. The lighter lining will allow light to filter through the shade causing a warm glow of what ever color is in the blind to permeate the room with splashes of color.
Blackout lined shades due just the opposite. They eliminate all light coming through the shade and cause the material to look lifeless and stark. Unless you are using blackout romans in a bed room where someone sleeps during the day I would not recommend that you use blackout lining on a hobbled roman.
Most of the regular shade options are available on these shades. You can get them top/down - bottom/up, cordless and with a Rollease clutch control. I personally would recommend the Rollease clutch control as it keeps the shade even no matter where you stop it.
The one drawback to the soft roman shade is that it does not do a very good job of insulating your room. Even with the interlining! When you create the hobble or fold it leaves pockets on both side of the shade for heat and cold to enter the room.
There is no way to overcome this that I am aware of. So if you are concerned about insulating your home I would recommend that you not use soft roman shades. But if you want extremely good looks, in my opinion, there is no other treatment that equals soft roman shades.
